The need to pass laws that protect people who bike and walk in Kentucky has never been more urgent. While traffic deaths inside vehicles are decreasing, the number of pedestrians and bicyclists killed on our roads continues to rise. In fact, the percentage of people who died while biking or walking—compared to those in vehicles—has nearly doubled nationwide over the past two decades, highlighting the growing danger for vulnerable road users.

Kentucky’s General Assembly meets to debate and vote on legislation that directly affects our communities. Organizations like ours work to be a strong voice at the Capitol, pushing for policies that prioritize safe streets and equitable access for people biking and walking.

But advocacy doesn’t happen in a vacuum—your input and involvement help shape our efforts. Throughout the year, we gather ideas from advocates, members, and community partners to identify the most pressing policy needs. Guided by our core principles, we evaluate which proposals to pursue and work with legislators to introduce meaningful legislation. Gaining support is never simple—each lawmaker can sponsor only a limited number of bills per session—so every connection, every voice, and every advocate counts.

Current Issues

House Bill 496 – “Phone-Down Kentucky Act”
Filed by Rep. Sarge Pollock, this bill expands hands-free driving laws to reduce distracted driving. Awaiting a hearing in House Transportation.
 
House Bill 664 – Automated Speed Enforcement
Filed by House Transportation Chairman John Blanton, this pilot program aims to enhance speed enforcement in work zones. Changes are expected to address privacy concerns, and we appreciate Chairman Blanton’s leadership. A hearing is expected this week!
 
Senate Bill 99 – Hands-Free Driving
Sponsored by Senate Transportation Vice Chair Don Douglas, this bill aligns Kentucky’s rules with CDL driver standards, banning the use of personal communication devices while driving. Awaiting a vote on the Senate floor.
